EBTax: Tax Exception For Groups Of Items

We have a requirement where we need to have different groups of items, each group is exempted in different states, such as GR-A is exempted in 26 states, GR-B is exempted in 17 states and so on. How can we achive this since Oracle allows to define only one Product Fiscal Classifiction per regime.

Appreciate any ideas.
