Agent Action links in OTM 6.3.4

In OTM 6.1.6 we have reports that generate action links using URL in the form

server url /GC3/glog.webserver.finder.WindowOpenFramesetServlet?url=/GC3/glog.webserver.util.QueryResponseServlet?action_name=ACTIONNAME&finder_set_gid=INVOICE_INVOICE&management_action=go&finder_set_gid=INVOICE_INVOICE&pk=INVOICE NUMBER

BOLD items represent our custom actions.

In testing on OTM 6.3.4 I am recieving HTTP 403 errors when running the same action from my reports.
