I have Basic Life, Beneficiaries do not come up correctly on SS

I have basic Life plan, with program enrollment requirements, @life event tab and plan type tab we have have setup to "Current enrollment precludes change" and "Still eligible, but cant change" codes. for annual life event.

Now we see , when their is not change on the benefit amount for life insurance for an employee, the benefices doesn't come up.

But, there is a change in benefit amount, we see the beneficiaries screen coming up.

How can i make it to show up for everyone, without allowing employees to change the coverage amount ?
