Does JDE E1 9.1 PO Approvals base the approval limits on the pre-tax or after-tax amounts?

Our company is trying to determine whether JDE PO Approvals is based on the pre-tax or after-tax amounts.  This could have significant impacts on proving to our auditors that we are having purchases approved by the right level of authority.  I cannot seem to find any documentation to answer this question.
