ECO erroneously updating MERL of a component

Hello,

We are creating an ECO to obsolete an item's bill of material.  We are setting it up as a Change to a Parent in the parts list.  The parent information and it's bill are being updated as expected with one exception.  For a component on the bill, if its item revision level (MERL) in the item branch is different than the component revision level (CMRV) in the bill, R30510 overwrites MERL with CMRV for that component.  The processig option is set to update the item revision level, but it should only update the parent, not the component.  We think the
