Word Section Break results in missing pages in PDF report

Hi,

I am trying to create a RTF template in Word that will be used to produce a number of PDF letters to external customers. Due to some legal requirements in the country these will be sent to, some pages may not include header/footer information. In word, it is possible to go around this issue by using Section Breaks and then unlinking specific page's headers from the previous section. This does not work in BI Publisher as expected.

The letter is a five page letter that is formatted as follows:

PAGE 1

Header: Logo
for each section starts below header
