When attaching a File attachment using the queue option, the user selects from a pre-defined queue list.  These queues are taken from the P98MOQUE using the Image / File Queue entries.  Anytime the queue is selected, the File attachment is not uploaded to the HTMLUpload folder, but instead, a pointer is stored in the F00165 including the Queue Name and File Name which allows for retrieving the file.  This is different than the Local File option where the actual path the the file is stored (ex \\servername\mediaobject\htmlupload\filename.xxx).
