Patch wizard - Trying to run Patch impact Analysis on R12.1.3 RPC-2 19030202 - wont run

Im in a R12.1.3 instance with AD.3 and ADO.3.  We are starting a project to apply latest patches in R12.1.3 RPC-2.   I am trying to run Patch Impact Analysis on the big RPC-2 19030202 patch.

Is it having an issues running impact on the patch zipfile because it is in 7 different pieces as opposed to 1 piece?
