How to avoid vertex call and tax lines for zero amount lines ?

In Sales order, option class items are shown as lines with zero amount. When interfaced to invoice each line has one tax line with zero amount.

Is there any way to avoid vertex tax call for these lines? Tax rules to be created in eBtax or Vertex for the same?
