Error with install EnterpriseOne 9.1  "Cannot spawn command. %1%"

Hi :

     when I install platform pack Enterprise server 9.1, have error message "Cannot spawn command.%1%"

     My steps:

     1. install Oracle11g 64bit & create instance JDEDB   Server: JDEENT

     2. install Oracle11g 32bit Client  Server:JDEENT

     3. Install Enterprise Server on the same server  Server JDEENT

     4. On the database options screen, the field "Database Server" : JDEENT

     5. On the database connection screen click "Next" then got the error message "Cannot spawn command.%1%"

Hosts has correct entries for the  JDEENT server

How can I do?  Have some one help me? Thanks
