R34610 - Force Changes is not working

We have entered ujpdated forecast quantities in the summary summary screen.when we run the Force change program it is not updating the detail numbers (and we have it flagged to move forecast in both directions).

Also  - if this is a new forecast (no previous sales history), do we have to enter the forecast at the detail level and then summarize the forecast or can we enter the forecast at the summary level?
