Skipping rule processing

Hi,

OMS 12.1.0.4

Agents 12.1.0.4

i have a ruleset that should create an incident and alert me with email notification as soon as my tablespace usage > 80%. When I simulate it I don't get any incident nor email but I see this in event details:

19-Oct-2014 13:25:27 BSTNotification-Updated state by skipping rule processing.
19-Oct-2014 13:25:27 BSTSystem update-The value of occupied for SYSTEM is 88

How come OMS decided to skip my processing ruleset? How can I change it?
