Error loading seed data for FND_RESP_FUNCTIONS: ORA-01403: no data found

in EBS Customizations (MOSC) Question

Dear All,

We have downloaded user definition using below command from one instance.

FNDLOAD  apps/****  0 Y DOWNLOAD $FND_TOP/patch/115/import/afscursp.lct username.ldt FND_USER USER_NAME='username'

The second instance has user definition.Using below command we tried to upload  user definition to other instance.

FNDLOAD  apps/****  0 Y UPLOAD $FND_TOP/patch/115/import/afscursp.lct username.ldt FND_USER USER_NAME='username'

Upload failed by giving below error.

Dumped the batch (FND_APPLICATION AR , FND_USER_RESP_GROUPS CST LTS_COSTING_SUPERUSER_OU1 STANDARD ) into FND_SEED_STAGE_ENTITY

Upload from stage tables

Error loading seed data for FND_RESP_FUNCTIONS:  APPLICATION_SHORT_NAME = BIL, RESP_KEY = BIL_BI_SLSMGR_ROLE, RULE_TYPE = F, ACTION = ,  ORA-01403: no data found
