contingent worker created orders in OM - not calling Credit Management to create application or case

Please advise if there is a patch or personalization that can be implemented so that orders that are created in OM by a contingent/temporary user can call Credit Management to create an application and a case folder. OM Credit Check Failure hold is applied at booking, but Credit Management is not being called. We use a naming convention (not sure if this is standard naming convention for contingent users) of CTxxx#. Our employees are set up as QUxxx# and it works

Oracle OM version is 12.1.3
