Shipment Status Question

Is there a way to have a shipment status (SSTS) for a particular customer start at a status that is different for all other sales orders entered? I understand that this setting is generally set by the version listed in the P4210 for the P4915. We have one customer that requires that we route their shipments through their system and return the approval/validation back to them. I was thinking that if I could get these orders to load into sales order inquiry with a shipment status of pending routing (SSTS = 05) that would allow the transportation team to process
