Requirement: Restrict equipment group to deliver at certain hours

We have a requirement:

It is very common in Europe that at certain hours not any kind of equipment can deliver in some locations due traffic restrictions. I.e.: on business hours, only small equipments are able to deliver in some locations, while out of the business hours, large equipment is able to access to these locations.

It is needed that in the planning process the equipment should be chosen according this restriction, but there´s no way to setup at location level, different calendars for different equipment.

Has anybody found a simmilar requirement? How this can be sorted out? Any idea?
