Commitment Method Tie Breaker

We have an item that is set up with a Commitment method  3 "using lot date" and Lot processing  Commitment date method of 1 "lot expiration date". If there are two lots for an item that have the same expiration date what is the tie breaker? We are running the R42520 to commit the product to the sales order.
