managed server failed_not_restartable

one of the managed servers is in FAILED_NOT_RESTARTABLE  state.  have since created another managed server , and would like

to completely remove the one that has failed... can't delete from the weblogic console, message is that server is running. can't stop or start the server, changed the state file to SHUTDOWN:Y:N, but that didn't help. how do I get rid of the managed server
