Generating a PDF file of what I see not what is retrieved.

I have very simple report, one query that retrieves and displays 100+pages worth of records, (500+ records).  In the interactive viewer, I can filter on a certain column, say "element", see screen shot below, and then I only see records filtered by that specific element thus reducing the number of records I see.  However, when I try to view the output in PDF or export it to a PDF file, the exported file still shows all the records, not just the records I filtered on.  Is that how BI Publisher functions ?  or is there something I am not doing.
