The is the military DD-448.   It consists of a first page (DD-448), a continuation page (DD-448-C) which could be 3 pages long, and then the DD-448-2.  They don't have Adobe license, so I am using XML Publisher within E-Business R12. (Oracle BI Publisher R 10.1.3.2).

I have a condition to hide the continuation page when no data is found.  For the first page, I limit the line items to 4 rows and the line of accounting to 5 lines.  Any lines greater than the limit displays on the continuation page.  I was going to use the lines per page variables, but I don't understand how to do that for such a complication rtf.  Anyway, if someone can help me figure out why it puts a blank page between page 1 and 2, that would be great.
