Java blocked in Internet Explorer from some environments though backend java is the same

I have two 11i DEV environments (A and . They were setup on identical systems (HP PA-RISC). One (A) was recently moved to a split configuration - the database is now on its own server, and the apps are on the same box with a new hostname. I used MetaLink documents to implement the changes. Everything works fine from my XP PC and from some other users  running Windows 7.  I have a windows 7 user that can connect to system B without any problems (running IE 11 and java 1.7_53?). System B has the same java version in the apps as A (1_6_0_22) - (I cannot update
