ODA "crsctl stop cluster -all " not working for grid (CRS-4563) or root user (-bash: crsctl: command

Good Afternoon Support.

We have ODA 3-2 ,  [root@ODA01 ~]# oakcli show version

Version

-------

2.10.0.0.0

-----------------------------------------------------------------

[root@ODA01 ~]# crsctl stop cluster -all

-bash: crsctl: command not found

-----------------------------------------------------------------

[grid@ODA01 ~]$ crsctl stop cluster -all

CRS-4563: Insufficient user privileges.

CRS-4000: Command Stop failed, or completed with errors.

Previously ,  " [grid@ODA01 ~]$ crsctl stop cluster -all   "  worked, we recently upgraded database from 11.2.0.3.0  to 11.2.0.4.0
