CSI Groups: how flexible are they

How flexible are CSI Groups:  a) can customers add or move or remove any hardware serial number from a new grouping  b) can one part of an organization use CSI Group and the rest of the organization not  c) if the customer does ***not*** use default CSI Group - does it mean that they will have to manually update the group as new hardware is acquired and delete those that are removed from contract?
