(Error code- 3223 )Location full for Item/UOM- Warehouse Replenishment

While running R461601 to create fixed replenishment We are getting the error "Location full for Item/UOM" printed on the PDF.

We checked the Location to confirm that it is empty. IS there someway of getting the list of reasons why we get this error.
