RAC Database hung

Once the database i restarted it worked fine and a few hours back, one of the instance got hung and not able to connect. We tried restarting the servers and brought the database back up. but we are getting random issues where we are not able to ping the scan listeners. Connections to the nodes directly are working and if we go to scan listeners, it works some times and most of the times it is not able to.
