R31802A not flexing IH Journal Entries AAI 3401

Hello -

We are struggling to turn on flex accounting for IH journal entries in R31802A. 

We have tried adding flex definition rules with Doc Type IH and Doc Type Blank, according to to recommended fix by Oracle.

We have the job listed in the Cost Object Rules Setup Method (P1691).

We have the cost accounting constants checked and we have validated that the accounts are listed in the chart of accounts.

IH transactions are posting however, not flexing. 

Any help would be greatly appreciated.
