How is F4215.PNID and F4215.HLCF field populated

Can anyone explian how the F4215.PNID field is populated. My understanding is that the PNID field drives the F4215.HLCF field in F4215 which ultimatey decides the ASN configuration. We are using Customer Sets in our environment. Any input would help. Thanks
