Is there a way to force the amount ordered on a PO to a set level so that the supplier pays the frei

We have suppliers, who if you place a purchase order above a specific dollar value, they pay the freight.  If an order does not meet the minimum dollar amount, then we are charged freight.  Is there any way, when creating a PO, that it can validate the dollar value and notify if the requirement is not met for the freight to be paid by the supplier? We are not using advanced pricing in procurement.  Nor are we using advanced transportation for inbound freight.
