Resource Stuck in PROVISIONAL--SUBMITTED status

HI

When trying to do Resource Assignment on a project a Employee got stuck with Schedule Status=PROVISIONAL and Approval Status=SUBMITTED   instead of  Status =Confirmed and Approved.

The Role at the Resource record shows a Blue Dot. When click on it below message pops up:

"This role is currently queued for automated changes. You cannot update, assign, or delete this role until the requested pending changes have completed."

Please suggest the action plan.
