Decimal Quantities of ATO Configuration Sub-Lines not Cascading Order Quantity

I have an orderable, configurable ATO model for a metal sheet which has two, sub-ATO models, one for making the sheet and another for painting it. The paint being consumed to cover the sheet is a BOM item with a UOM of LB. In Configurator, we calculate the paint amount based on the dimensions of the configured sheet using some attribute values on the paint BOM item to drive the proper amount of paint to consume.

We do this for several reasons: Since the models are configurable, we do not know the size of the sheet that will need to be made until after configuration is complete, the business wants to consume the proper amount of paint for any given painted item based on calculated coverage, and to achieve more accurate costing.
