B7334_2nd job queue is in waiting status indefintely

Hi, my user has created new job queue called B7334B,  whenever the UBE job is switched to tis new job queue , it always showed in waiting status..

pls see attached screenshot.

do i need to add this parameter into jde.ini of enterprise server
