Some concurrent request stuck in pending standby status

Hi
Could you share me your opinion on the following issue


Some Concurrent program stuck in “Pending - Standby” status
Concurrent in pending standby doesn’t have Incompatible Programs

Request Diagnostics shows as following
————
This request is pending because it has a status of Standby,but the request is unoonstrained
This is an invalid combination,and will cause this request to not be processed by any manager
This is an error condition,contact your system administrator

ANALYZEPENDING.SQL - Analyze all Pending Requests [ID 134033.1] shows the following :
————-
Analysis
Request 4234767 is in phase “Pending” with status “Standby”
(phase_code = P) (status_code = Q)
