get ascii signs instead of the norwegian letters æ ø å in Planning 11.1.2.3

Hi,

I have successfully installed

- Windows 2008 R2

- Oracle 11g

- EPM 11.1.2.3

- MS Office ( excel-Word) 2013

Everything was fine until I tried to import a csv file in a dimension I called "Employe". The 3 norwegian special characters shows as ascii signs.

If I enter the names myself in planning and migrate from Planning to Excel it works fine.

If I modify the ASCII signs in planning they show properly
