IS there a way to write off inventory quantity that is only in PAC?

The on hand inventory is showing a 0 quantity.  But the PAC inventory quantity is showing .004 quantity.   These is a precision difference but I do not know of a way to adjust this quantity out.  Inventory module will not allow any transactions because quantity is 0.  looks like the precision between PAC and inventory is different and I am not sure how to get rid of these very small inventory values in the PAC.
