Restarter "svc:/system/svc/restarter:default" does not exist.

Has any one seen this problem occur?

You patch a system or update the OS and after restarting the new BE you run for awhile and wish to restart due to another update and you get thrown into maintenance mode.

After that typing svcs -xv you get a screen of output that states each property group "has no restarter property group; ignoring.

There is nothing in the /system/volatile/system-early-manifest-import:default.log.

I have been trying to find a fix but nothing so far.
