Determining whether to upgrade tools, then apps, or tools and apps simultaneously

Our company will begin an upgrade project in the next 6 months.  We are on 8.98.4 tools and 9.0.2 apps.  We are trying to determine if it makes sense to upgrade tools first, then apps, or upgrade both simultaneously.  Has anyone had a similar experience, and how was your decision made?
