Does the PTER flag in F06176 control how the PPED column is populated?

We have an issue with our ROE's printing incorrectly.

We get monthly buckets that are blank followed by the next month having double the expected amount.

When we analzye the F06176 table we find that if we group the data by check date and view it we get the results we expect.

However when we view it by PPED we get the undesirable result that appears on the ROE.

In our scenario we end up with duplicated pay period end dates (but unique check control #, check dates and dates updated)

Because of the duplicated pay period end dates it groups the amount earned into a single bucket for that month.
