Oracle SE database 11.2.0.3 upgrade to 11.2.0.4

I was asked to upgrade our standard edition oracle database from 11.2.0.3 to 11.2.0.4. Looked the new features and did not see big benefits exception for redaction. My questions are:

1. Do we really need to upgrade?

2. If do, need some steps for upgrading from 11.2.0.3 to 11.2.0.4 on Windows 2008 64bit OS. I don't have any extra server for out-of-place upgrade.
