Usage of INV_EBI_ITEM_PUB API in a custom Interface

We are developing an integration between legacy system and EbusinessSuite to sync Inventory Items using SOA Suite. My question is, Whether we can use the seeded API INV_EBI_ITEM_PUB or not. Are there any license requirements to use it? We do have almost full EbusinessSuite license.
