Browser specific Command Accelerators

As we expected, we're finding some conflicting behaviour with keyboard shortcuts in specific browsers in OpenUI.

I'm trying to define appropriate accelerators for our selected browsers (IE10, Chrome and Firefox) via the Command > Accelerators object type in Siebel Tools:

Bookshelf v8.1/8.2: Accelerator

Bookshelf talks about the "Browser Platform" property of Command as representing the "User Agent", implying an ability to define different accelerators for different browsers and browser versions. However, it then goes on to say that this can be one of: All, Basic or Extended; which clearly are NOT user agent strings!

What exactly are All, Basic and Extended? Bookshelf doesn't explain what they are and I cannot work out how to present different accelerators and corresponding menu text to different browsers (CRTL + n in IE, CTRL + ALT + n in Chrome, for example).
