"Unable to launch the application" Java error when loading OVM Consoles

Whenever I try to open a a console session in OVM I get a Java error "unable to launch the application". 

The full test of the error is

com.sun.deploy.net.FailedDownloadException: Unable to load resource: https://xxx.xxx.com:7002/ovm/rasproxy/ovm_rasproxy-ws.jnlp?vmachineId=0004fb00000600005a9d68a5dde6a29c&service=null&sessionId=69f0f375-4a85-4c04-895b-a3d08780b2a0
