P09106 - Journal Entry with VAT - tax code issue

Hi, I got a question about P09106 - Journal Entry with VAT. I defaulted the tax code at chart of account level. During journal entry, when i select the specific accounts, the tax rate should be auto populated on the screen. My company has 2 environments, the issue here is it only workable in 1 of the environment. May I know why?
