API To Delete OPM Production Batch Material Reservation?

We don't use material reservations for our production batches so we've restricted the end user's ability to create or even view them within our EBS R12.1.3 instance.  However, if someone changes a production batch from WIP back to PENDING it will prompt them to recreate the pending product lot and material reservations.  If they click yes, it then creates a material reservation where one did not exist as well as the pending product lot.  Unfortunately due to the design of the system once the lot in reserved in an OPM batch it cannot be transacted, even within the batch where
