Can we generate Packing Slip and Bill of lading "NUMBER" before ship confirm?

Hi All,

Can we generate Packing Slip NUMBER and Bill of Lading NUMBER before ship confirm? is there any seeded functionality available in 11i or R12.1.3

1) If we wanted to create Packing Slip Number and Bill of Ladding Number, before doing "Ship Confirm"[Before clicking on Ship Confirm button]
  What are the Steps we need to do ? what are the pre requisite setups for this ? and
  what are the programs we need to run before "ship confirm" so that Pack Slip & BOL gets generated ?

2) If we call given Public API's before doing "Ship Confirm", Is there any chance that Public API will not generate Pack Slip & BOL ?
