Newly created database into an ORACLE_HOME already patched

Oracle RDBMS 12.1.0.2

Oracle Enterprise Linux 6.5   64-bit

This is a new server.  I installed 12.1 ORACLE_HOME and then applied PSU OCT 2014 using System Patch - 19392646 Oracle Grid Infrastructure Patch Set Update 12.1.0.2.1 (Oct2014). 

An opatch lsinventory shows:

Patch  19303936     : applied on Mon Oct 27 14:22:30 EDT 2014

Unique Patch ID:  18116864

Patch description:  "Database Patch Set Update : 12.1.0.2.1 (19303936)"

Next I used dbca with a 'custom database' and created a database. 

Instructions for the PSU say :  There are no actions required for databases that have been upgraded or created after installation of PSU 12.1.0.2.1.

However, my dba_registry version column shows 12.1.0.2.0, I was expecting 12.1.0.2.1.     Banner in v$version says 12.1.0.2.0.  

Now I don't know if the latest PSU is applied in this fresh database, or not.  I've opened an SR with this question, they've been asking me questions for 2 days without an answer.
