'Program - Prepare Posted Journals Before Upgrade' when can we run it?

Hi,

I have read the document GLPJSVM: What is the Use of "Program - Prepare Posted Journals Before Upgrade"? (Doc ID 974634.1)  but it's not mentioned when can we exactly run it.

Can we run it before the Pre-Upgrade phase which is included in the downtime period? That way it will be useul, but if it's meant to be submitted during the Pre-Upgrade phase it is still considered during downtime which make no sense.

So if let's say the Pre-Upgrade, Upgrade and Post-Upgrade are scheduled on 01-JAN-2015, can we apply Patch 4685497 and run "Program - Prepare Posted Journals Before Upgrade" now?
