Hi ,when i run draft revenue program i get an exception saying saying No funding/Hard Limit but i am

Hi ,when i run draft revenue program i get an exception saying saying No funding/Hard Limit but i am able to see Draft revenue created in Revenue Review form with error while in 11i when i get the same error i am not able to see draft revenue in Revenue Review form .in R12 do we have this functionality or is it a bug? Please clarify
