ORA-29553 during database creation with 11.2.0.3.12 PSU/OJVM 11.2.0.3.1

I installed a brand new Oracle Home with Combo 11.2.0.3.12 PSU + OJVM 11.2.0.3.1 on both Solaris 10 SPARC 64-bit and RHEL 6 x86-64.  When creating a new database with the "Custom Database" template, I am getting ORA-29553 during the post-install steps using.  I am getting this error both when I try to create with DBCA and if I create manually.  Note, I do NOT see this issue if I create a database using the "General Purpose or Transaction Professing" template. I opened an SR with Oracle and they have filed a new bug -- Bug 19911863 - ORA-29553 WHILE CREATING NEW DB USING DBCA

Has anybody else seen this error?
