How does siebel know which record to update from an EAI HTTP Transport Post?

We are looking at using EAI HTTP Transport post to communicate with a third party vendor (First Data) using APIs.  One item they require is a returning URL.  Would that information already be on the post? Has anyone tried integrating with First Data previously?  Thank you.
