QBE disable

We are on 9.1 TR 9.1.4.3. We have two separate data sources -- source A and source B. Both A and B share the same objects, but the business data in each source is different. The setup data  resides in source A (like UDC, F0010, F0006 etc.)

I have developed a custom application. The first screen is a Find/Browse screen with a QBE line. The application in source A has QBE line enabled. However the application in source B has the QBE line disabled. There is no security on QBE line and the code is not suppressing the QBE line.

Does anyone know why the QBE line would be disabled in source B?
